Given that this is within Sora’s heart (Seeing how Roxas was basically already in the process of being absorbed completly into Sora during the simulated Twilight Town Incidents and the Dive into Heart here portraying Sora, rather than Roxas), it could be Xion… Though, it could also be Riku watching over him or Axel, trying to reach him.
Though, given the proportions… I’d say it’s Xion. Nomura has said there were some hints to her existence hidden in KH2. Since this is a blink or miss scene, couldn’t it be her?

Definitely Xion. Both Riku and Axel have different styled coats. And yay Xi-Xi relevance!!
I disagree actually, Xion from the back looks like this (Snarl of Memories cutscene):
-Bigger hood/smaller shoulders
-Slimmer shoulders slope and appear to have more piping across the shoulderblades
-Poufy sleeves, slimmer at the forearm and elbow
-Delicate fingers
-Smaller waist and not as broad of a back
So imho it’s Roxas, which would make more sense to me since at the time Roxas was coming to grips with an identity he’d left behind. Plus it’s Roxas’s stance, and I don’t think Xion was planned quite that far ahead.
